Vision/Policy Leader, Client: City of San Antonio
A historically neglected and underinvested 60 square mile area in south San Antonio. The goal of the initiative is to provide balance growth while planning for a sustainable mixed-use/mixed-income community to be developed over the next 50 years. Once built-out, the area will be home to approximately 125,000 people, the new Texas Toyota Motor Manufacturing plant as well as the new Texas A&M University campus. In addition, form-based zoning policies led to the creation of a form-based zoning document.
Be’er Sheva River Park Vision Plan, Negev Region, Israel

Project scope includes the development of a waterfront master and vision plan addressing flood control systems, environmental impact, economic development, land use, parks and open space and recycled water sources.

Irving Boulevard Vision and Redevelopment Plan, Irving, TX
Project Manager, CLIENT: City of Irving
Providing street enhancement, land use, transportation and land development analysis towards the redevelopment of Irving Boulevard. Urban Village concepts, form-based zoning, Transit Oriented Development and ethnic urban design strategies were utilized. Economic, transportation, drainage, housing and cultural systems were utilized and integrated into the overall project.
Deco District Revitalization, San Antonio, TX
Vision/Policy Leader, Client: City of San Antonio
Created public/private partnerships to revitalize this once decaying commercial corridor. Initial improvements were public in nature, from drainage and pedestrian enhancements to landscaping and signage. A multi-million dollar renovation on a city-owned building has served as a catalyst for several million additional dollars of private investment in the target area. Helped to create and organize a non-profit 501c(3) to target commercial revitalization in one of San Antonio’s historic neighborhood corridors.
Bexar County Community Arenas Project
Vision/Policy Leader, Client: Bexar County
Master Planning services for on and off-site improvements to include re-branding the site with improved/new uses for the Freeman Coliseum and AT&T center (home of the San Antonio Spurs); programming for new exhibition space for livestock and agriculture uses along with trade shows; transportation analysis including pedestrian, vehicular and bus transit patterns both on and off-site; transportation and pedestrian enhancements along Interstates 35 & 10 as well as SBC Parkway, Houston Street and Commerce Street; gateway entrance markers, and off-site and surrounding land use recommendations to attract private investment, mixed-use development and year round activity.
Downtown Development Plan, Indiana Harbor, East Chicago, IN
Policy Leader, Client: City of East Chicago
Preparation of a master development plan for the Indiana Harbor downtown and waterfront to provide new and better mixed-income and workforce housing, to rejuvenate the commercial corridors and to reconnect the residents of the city with Lake Michigan. Market strategies to attract persons from nearby Chicago were also developed and utilized.
Neighborhood Commercial Revitalization Program

$60 million in private investment and over 2,000 new jobs were created through the Neighborhood Commercial Revitalization Program in eight target areas focusing on older parts of the city.
Downtown Empowerment Zone Designation, San Antonio, TX
Policy Leader, Client: City of San Antonio
Led the initiative to obtain and Empowerment Zone designation for San Antonio and utilize Empowerment Zone (EZ) bonds for critical development projects. The designation by HUD increased the city’s tax exempt bonding capacity to $230 million and in April 2005, the city approved the issuance of $130 million in EZ bonds to partially fund the Convention Center Hotel and market rate housing.

Master plan to develop an action strategy for the revitalization and redevelopment of the downtown area. The plan will also take advantage of the growing Texas Tech University student population and resultant market opportunities.
